I suspect the issue here is more the fact that the name used by Business7, whilst the same as yours, it's using relatively generic terms.
If yours was "The ACME Scottish Business Blog" and that was duplicated by Business7 there'd be more of a footing for a case of them appropriating your brand. However, as it stands it's just a bunch of fairly generic words.
Still it's just plain rude to 'steal' someone else's existing title, so I'd adopt a softly softly and enquire if they are actually aware that you've been using this for however long and see if you can't reach an amicable solution.
Why, for example, couldn't they simply call it the Scottish Business7 Insider Blog or any other combination of words which doesn't directly tread on others toes? It could simply be ignorance on the part of the person responsible for setting up their blog efforts?
